Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Brazil.

O título é resultado de um trabalho conjunto feito pelos autores Luiza Garnelo, médica-sanitarista e antropológa, Sully Sampaio, cientista social, e Ana Lúcia Pontes, médica-sanitarista e pesquisadora da Escola Nacional de Saúde Pública Sergio Arouca (Ensp/Fiocruz). Garnelo e Sampaio são, respectivamente, pesquisadora e bolsista do Instituto Leônidas & Maria Deane (ILMD/Fiocruz Amazônia), unidade técnico-científica da Fundação Oswaldo Cruz no Amazonas. Segundo a médica Myrna Cunningham Kain, pertencente ao povo miskitu, da Nicarágua, e defensora dos povos indígenas, o livro é “”uma contribuição significativa para a implementação efetiva de sistemas de saúde com enfoque intercultural e que permitam a plena realização dos direitos dos povos indígenas e de todos que habitam este continente””. A coleção Fazer Saúde pretende, com seus títulos, contribuir para a qualificação de profissionais, pesquisadores e gestores do SUS, estimulando o diálogo entre conhecimentos científicos, educação, inovações tecnológicas, saberes e práticas em saúde.

"Since 1824, Bahians have marked independence with a popular festival that contrasts sharply with the official commemoration of Brazil's independence on 7 September. The Dois de Julho (2 July) festival celebrates the day the Portuguese troops were expelled from Salvador in 1823, the culmination of a year-long war that gave independence a radical meaning in Bahia. Bahia's Independence traces the history of the Dois de Julho festival in Salvador, the Brazilian state's capital, from 1824 to 1900. Hendrik Kraay discusses how the festival draws on elements of saints' processions, carnivals, and civic ritual in the use of such distinctive features as the indigenist symbols of independence called the caboclos and the massive procession into the city that re-enacts the patriots' victorious entry in 1823. Providing a social history of celebration, Kraay explains how Bahians of all classes, from slaves to members of the elite, placed their stamp on the festivities and claimed recognition and citizenship through participation. Analyzing debates published in newspapers--about appropriate forms of commemoration and the nature of Bahia's relationship to Brazil--as well as theatrical and poetic representations of the festival, this volume unravels how Dois de Julho celebrations became so integral to Bahia's self-representation and to its politics. Seit einiger Zeit ist Brasiliens Neokonkretismus in Ausstellungen, Katalogen und Publikationen in Europa präsent. Die Autorin nimmt erstmals auf Deutsch umfassende Werkanalysen vor und stellt den Schlüsselcharakter der neokonkreten Praktiken dar. Die Kunst- und Lyrikproduktion der Bewegung führte, so die Autorin, zu einer Umwertung und Neuauslegung des konkret-konstruktivistischen Gedankenguts der europäischen Avantgarden des frühen 20. Jahrhunderts. Diese Umwertungen schufen in Brasilien erst die Voraussetzungen dafür, haptische und sensorielle Komponenten ästhetischen Erlebens zum zentralen Ausgangspunkt künstlerischer Praxis zu erheben, für welche die späteren Arbeiten der brasilianischen Avantgarde-Ikonen Lygia Clark und Hélio Oiticica bekannt sind. Die Arbeit ist ein wichtiger Beitrag dazu, moderne und zeitgenössische künstlerische Praktiken aus Brasilien zu dekolonisieren, denn die Analysen zeigen auf, dass haptisch und plurisensoriell erfahrbare Kunstwerke aus Brasilien eben nicht auf einer angenommenen genuin sensorisch-sensiblen Konstituierung des Menschen in Brasilien beruhen, sondern vielmehr auf einer eigenwilligen, lokalen Rezeption europäischer Avantgardepraktiken.
